Useful Commands for Faction Leads

Beyond using faction to pull pieces of syntax, here are commands useful
for leading a faction:

    Faction member empower:
        Displays a list of empowerments able to be given to a member.
            faction member empower (name) (empowerment)
    Faction member appoint:
        Appoints a person to a governance office or station in clan or 
        planet.
            faction appoint (station in top three) (name)
            faction appoint governor (name) (planet)
    Faction member title:
        Changes the title of said person on comms.
            faction member title (name) (title)
    Faction member wage:
        Gives member a wage, can be seen on Faction Budget
            faction member wage (name) (amount)
    Diplomacy list:
        Displays list of other factions yours has standings on.
    Diplomacy change:
        Shifts what standings another faction is on with your faction.
            diplomacy change (faction name) (stance)
            Stances are war/hostile/neutral/friendly/ally
    Govern:
        Commands for governing a planet's cargo.
            govern tax (cargo) (0-100)
            govern legality (cargo) (legal/illegal)
    Outcast:
        Forces member out of faction.
    Memberstat:
        Shows a member's card, from salary to empowerments.
